A Pre COP28 Ministerial was held on 30 to 31 October 2023 in Abu Dhabi, United Arab Emirates. 70 Climate Ministers and 100 Party delegations engaged in open- and closed-door discussions across mitigation, adaption, finance and the first Global Stocktake to identify initial elements for consensus on high-stake issues on the negotiating table. On mitigation, despite strong differences with regards to the inclusion of language on fossil fuels in any COP28 decisions text, there are early signs on a possible consensus on global goals on renewable energy and energy efficiency.

Preparation for the third Intergovernmental Negotiating Committee (INC)

Summary of Intent
As presented in the Advocacy Alert 41/2023, CAIA and Plastics|SA are jointly working on the development of a South African business position in preparation for the INC meeting that will be held from 13 to 19 November 2023. CAIA and Plastics|SA have been engaging with the International Council of Chemical Associations and the Plastics Leadership Group to align with the international business position, where appropriate. Engagements have been held with the Department of Forestry, Fisheries and the Environment regarding the text in the zero draft document that has been issued by the INC Secretariat in preparation for the negotiations at the meeting.
