Draft guidelines on volume risk sharing mechanisms

During the consultation process on Transnet’s tariff application for the 2022/23 financial year, NERSA indicated its concern with the volatility of the tariffs and canvassed with stakeholders on the mechanism that could be used to smooth the tariff or cushion the impact of high and volatile tariff increases. Stakeholders, in general, considered the tariffs applied for, were unduly high and indicated that NERSA should consider methods to reduce the tariffs increases. National Railway Safety Regulator Act

Draft safety management systems determination

Summary of Intent
The Railway Safety Regulator published the draft safety management systems determination on 5 April 2024 for 60 day public comment. In terms of the Act, railway operations may only be undertaken by organisations that are in possession of a safety permit. Operators must provide evidence of a safety management system when applying for a safety permit. The requirements outlined in the safety management system determination serve as the foundation upon which safety oversight activities are conceptualised, designed and executed by the regulator.
