Deforestation regulation (EUDR)
Summary of Intent
On 17 December 2024, the European Parliament adopted the provisional political agreement with the European Council on the European Commission’s proposal to delay the application of the EUDR by one year. The agreed text will now have to be endorsed by the Council and published in the EU Official Journal before the end of 2024.

Packaging and Packaging Waste Regulation (PPWR)
Summary of Intent
The European Council formally adopted the PPWR on 17 December 2024. There will be an 18-month period of transition and then the provisions will become binding. The PPWR requires that EU member states reduce their usage of packaging, particularly packaging made from plastic, by 5% by 2030, which will increase to 15% by 2040. The regulation also prohibits some uses of single-use plastic packaging for food and beverages, in addition to extremely lightweight plastic carrier bags. It will also require that all packaging be recyclable, with some exceptions, including wood, cork and rubber.

Final network statement and rail access tariffs
Summary of Intent
The final version of the network statement and approved rail access tariffs for the 2024/25 financial year have been published. The 2024/25 tariffs will be applicable for the remainder of the current financial year. Tariffs for the 2025/26 financial year will be calculated by the end of January 2025 and will be published for comment. The proposed tariffs will be approved by 31 March 2025 for implementation on 1 April 2025.
