Responsible Care® Standing Committee (RCSC)

Chemical Handling

Responsible Care® is the vehicle through which the chemical industry pursues continuous improvement in SHE performance. It is an ethic, a culture and a way of life and requires total commitment.
The Responsible Care® Standing Committee (RCSC) is comprised mainly of senior representatives from all CAIA membership categories and includes persons who are influential and who have knowledge and experience of the implementation of SHE compliance and Responsible Care® in the industry. It is for this reason that the RCSC plays such an imperative role in the implementation of the initiative by signatories.

Objectives Of The Committee

To sensitise the association and its members to public concerns which relate to the chemical industry including:

  • chemicals and safeguarding the public,
  • environmental protection,
  • resource and energy efficiency,
  • product stewardship, including the safe transportation, storage and use of chemical products,
  • process safety,
  • corporate responsibility as it affects chemicals and the public,
  • the interpretation of national public opinion from a local perspective,
  • sustainability, and
  • risk perception.

To identify areas for enhanced information exchange, dialogue and improved relations between association members and stakeholders which include identifying public information needs.

To establish a continuing dialogue and information exchange between the association and its members and key thought leaders at the national, regional and local levels.

To establish collaborative efforts between association members, the association and stakeholders to address aspects of concerns and opportunities to advance Responsible Care® and safe chemicals management.

To define a coherent approach amongst association members to implement the elements of Responsible Care®.

To provide specialist input on the elements of Responsible Care® and the CAIA strategy where required.

Role of The Committee

To take accountability for ensuring that the CAIA strategy, set requirements and implementation of Responsible Care® is performed within their respective companies and to inform CAIA whether specific requirements to be set is reasonable and practical (for e.g. QIPs) through a consultation process set by CAIA.

To inform CAIA on the expectations of association members.

To offer advice on emerging issues so that CAIA can incorporate it within their strategy and be proactive in co-creating solutions and responses with its members in line with public expectations.

To respond to CAIA requests for specialist inputs, advice or assistance on issues of concern, strategies, proposed plans and other areas of activity.

To introduce and broadly discuss topics of concern related to chemicals and society.

To advise CAIA on how it might expand the implementation of Responsible Care® more effectively to the employees of signatory companies, the general public, educational facilities, the users of chemicals, within the value chain and other countries where their members are active.

To advise CAIA on matters relating to Responsible Care® Management Practice Standards (MPSs) and the revision processes for monitoring and evaluating progress and policy revision.

To assist CAIA in evaluating lessons learned in other jurisdictions in the implementation of Responsible Care® and their possible application in the SA context.

To advise on the effectiveness of the RC verification process and possible improvements.

To advise CAIA on the content and focus of Responsible Care® guideline documents and workshops.

To advise CAIA on the content of the Responsible Care® Performance Report as well as the focus of quantitative indicators of performance applicable to the chemical industry.
